Phelps Mill park plans approved

County commissioners have approved a conditional use permit for the Otter Tail County Parks and Trails Department for Phelps Mill Master Plan Phase 1, consisting of building and improving park amenities at Phelps Mill County Park.
Phase 1 of the master plan includes prairie and wetlands restoration, trail construction, boardwalk construction, site prep construction for 10 primitive campsites, two permanent RV sites that will be used for summer seasonal park workers and site prep for two toilet structures.
The proposal is located near Highway 45 in Maine Township near Leon Lake and south of the community of Maine.
Community life services approved
Otter Tail County has approved a memorandum of understanding service agreement between County Human Services and Community Life Services.
The agreement will lead to providing family resource services to families in Otter Tail County who are experiencing chemical health concerns, financial instability, parenting skills assistance and similar areas of need.
The mission of County Human Services is to provide an array of financial and social services to families and individuals to help maintain or enhance the quality of life for all persons served. Staff members provide more than 27 different programs, some of which area contracted with other entities.
County staff includes social workers, financial workers, child support officers, case aides, office support staff and accounting technicians.
Landfill services agreement reached
A motion on April 23 by County Commissioner Dan Bucholz of Perham and seconded by Commissioner Lee Rogness of Fergus Falls was unanimously carried to authorize county officials’ signatures to execute professional services agreements between Otter Tail County and Foth and Barr businesses.
Work will take place at the Northeast Otter Tail County landfill and Henning landfill as well as transfer stations at each location. Groundwater analysis and surveying will be among the work provided.
Wisconsin-based Foth provides counties with services that helps improve facilities, addresses resiliency and builds for the future while protecting natural resources.
Minneapolis-based Barr provides engineering and environmental consulting services to clients across the Upper Midwest. The company takes pride in its permitting strategies to strike the right balance between meeting regulatory criteria while supporting flexible and profitable operations.
