Level 3 sex offender to relocate to Ottertail

Representatives from the Otter Tail County Sheriff’s Office, Someplace Safe and Department of Corrections held a community notification meeting after a Level 3 sex offender moved to the greater Ottertail area. The meeting was held to notify the public that Gregory Michael Keppers (below) moved to rural Ottertail.

Approximately a dozen people attended a public notification meeting on Monday night at the Otter Tail County Operations Center in Ottertail after a Level 3 sex offender moved to rural Ottertail.

Gregory Michael Keppers, age 35, has moved to the vicinity of rural Ottertail city (Section 7 of Otter Tail Township). The community notification meeting was held as Keppers was deemed a Level 3 offender, which is a higher risk of offender.
In 2009 Keppers was convicted of Criminal Sexual Conduct in the third degree in Wadena County for sexual contact against a 14-year-old female. Keppers was 18-years-old at the time.
According to Department of Corrections officials, Keppers knew the victim, developed a significant relationship of trust with the victim and used it to attain unmonitored contact. Keppers used attention and affection in his effort to maintain the contact.
Keppers was sentenced 36 months with a 10-year conditional release for that case.
Keppers was charged with a second count of Criminal Sexual Conduct in the third degree in 2009 for contact that occurred with a known 15-year-old victim. He was sentenced to 48-months with a 10-year conditional release for that second charge.
Keppers had two technical violations of his release, which was revoked in both 2012 and 2020.
He is currently 35 years old, is 5’11” and weighs 160 pounds.
As of November 10, 2025 there are 158 registered offenders Otter Tail County, whether that be Level 1-3. Four of those offenders currently reside within the Ottertail zip code. There are also four offenders in Otter Tail County who are subject to notification meetings due to their sex offender risk status. By comparison, there are 65 registered offenders in Wadena County, 28 in Wilkin County, 107 in Becker County and 93 Douglas County.
At the start of the year there were approximately 19,028 people required to register as a sex offender in the state of Minnesota. As of November 11 there were 440 registrants subject to broad public disclosure residing in Minnesota communities. There are 11 registrants whose address is currently unknown.
