A redevelopment opportunity in Battle Lake will soon be a 10-unit workforce housing apartment, according to Otter Tail County Community Development (CDA) Director Amy Baldwin. The Lincoln project is located on the corner of Summit Street and Lincoln Avenue in downtown Battle Lake, one block off Highway 78. 

  Starting in 2022, the former youth center site was identified by the City of Battle Lake as a redevelopment opportunity. The Otter Tail County CDA worked with the city and its Economic Development Authority (EDA) to affirm their vision for the site as multi-family housing, geared toward workforce. 

The CDA readied the site for redevelopment, identified a developer to purchase the property, supported the developer on a Minnesota Housing Workforce Housing Grant Program application, and provided a gap loan for the project. 

  Construction started on the apartment building in November 2024 and units are expected to be ready for occupancy by late 2025. HighPoint Homes and The Lincoln LLC is the developer for the project and will own/operate the apartment upon completion. 

“The partners involved in the development of The Lincoln have taken an important step toward accomplishing the housing growth goals, known as The Big Build,” Baldwin said.
